Combating Piracy at Sea: A Reassessment of Public and Private Responsibilities
In order to properly combat piracy – such as that afflicting the coastal waters of Somalia – it is essential that Dutch authorities, ship owners and insurance companies work together more closely and effectively. Certain vessels are particularly vulnerable to attack by pirates. In special cases ships should have a Dutch military vessel protection detachment on board, or masters of vessels should be granted the authority to employ private armed guards.
