Counterterrorism from an International and European Perspective
In this report the AIV argues that international counterterrorism instruments should be evaluated periodically. In its view, force as an instrument of counterterrorism should be applied with the greatest possible restraint, due to the inherent risk of escalation and radicalisation.
The AIV further notes that key operational instruments developed within the EU framework, such as the European Arrest Warrant and the financial sanctions regime, do not fully respect fundamental legal principles in practice. It argues that the envisaged Framework Decision on certain procedural rights in criminal proceedings should be adopted as soon as possible.
