Counterterrorism in a European and International Perspective: Interim Report on the Prohibition of Torture

In this interim report, the AIV advises the government to take a strong public stance against the erosion of the absolute ban on torture. What is more, in specific cases in which torture is being used or the integrity of the absolute ban is at risk, the Netherlands must hold firm, regardless of where events are taking place and who is involved. The enforcement and promotion of a norm such as the ban on torture can be regarded as a litmus test to determine whether a state is governed by the rule of law.
