Turkey: Towards Membership of the European Union

In the view of the AIV the Netherlands should work to ensure that the European Council decides in December 2004 that negotiations with Turkey on EU membership will begin within 24 months. Turkey can use the intervening period to implement several specific action points on strengthening democracy and the rule of law. It will then be up to the European Commission to determine when to begin the actual negotiations.
