Failing States: A Global Responsibility

In the view of the AIV and the CAVV, a specialised committee under the auspices of the UN Security Council should be established to address the problem of failing states. The world has a responsibility, rooted in both solidarity and its own interest, to prevent, avert or reverse the failure of states. This requires the integrated use of instruments such as foreign policy, development cooperation, economic policy and the armed forces.
